That's as far as I've gotten. I think the line art is fine, but the shading's still off. I know people have a dark and a light side on their face, and after observing ALOT (especially on TV shows and such), you can pretty much pull a straight line across the middle of their face and divide it like that. Yet here, it looks sort of odd. I also can't figure out the colour I should change the outlines to. Any C&C is appreciated, and especially on those fields.

Oh, and for the record, that's not a portrait of anybody. It's my typical drawing style, pretty much a generic face, which I pixelated.

Took out the outlines and finished the eyes.

I think I'll have to rechoose some colours, as some details aren't coming out well.

Btw, 14 colours at the moment

You can color much better than that. Work on the palette so you have better contrast and tweak shades so you can use them everywhere. For example, tweak the lips colors so they can help in the eyebrows. Tweak the pink tone on the nose to help in shading more. Tweak the blue in the eye so it shows as blue. Work in areas of pixels or cell-shaded to color and leave the lineart as much as possible. Seems like with the right colors you only need about 12.

Managed to progress on this, with the help of Dragonmarx (god knows I can't actually finish a drawing without him telling me to fix contrasts and such). Got it down to 6 colours.
