Sounds like a bad critique dodge.
Even if the politician is small, they should be in compliance with the standards for what you're using to convey their persona--penguins don't have hands or arms so you could use to change that and the general body shape needs work. Even in caricatures there is the presence of basic anatomy and physics--that penguin-thing is going to fall over.
I have to disagree with jalonso about your colors. While the majority of the colors are acceptable as colors, the darkest yellow looks too greenish. And in relation to the subject matter, why is the piece monochromatic yellow anyway? Wouldn't greyscale do better with a penguin? They are primarily black and white, after all. If you do choose to use a colored palette, be sure to represent the coloration of real penguins with variations in luminosity.
