You're getting better all the time :p You've done a nice jub with the colors and pixel placement. 

The tongue also seems to be his chin (whismur doesn't have a chin), and the chin seems to be where the body should end.  Try making the tongue folded over in front of his face instead of sticking straight out?

The exclamation makes whirling around his mouth are a huge distraction.  I would place it outside the sprite, maybe in a new form or imply loudness in another way. 

I don't think the feet are distinguished enough from the body.  And his feet look connected in one mass.  Whismur is basically just an abdomen with 2 stubs for feet like so
 

notice how the body is just a simple egg shape and has a definite end, with 2 stub feet.  And notice how your feet aren't properly separated

Aha, that's the reference I used!

Chin? It's supposed to be a wide open mouth...

After changing it a bit, I wonder how I can properly portray sound...

If it's for the contest I think a Loudred would suit your cause better.

In any case, you might want to define the end of the body itself besides the mouth, because right now the area where the mouth is ending seems a bit vague... or at least, to me.

Yeah, you aren't defining body segments very well.  Here's an extremely rough edit  Hopefully it gives you a better idea of what I and heatphoenix mean. 


don't pay attention to the shapes I made, just how the body is defined and the feet shouldn't be connected

well, you separated the feet, but, the main body is still undefined.  You're overthinking it :)  start by just drawing a solid egg shape.  Keep this egg shape, don't tweak it as you add in the other details.  Look at the ref picture of whismur I posted.  Notice whismur is only an wide short egg with 2 disks for feet.  Now look at your recent edit.  Do you see a clearly defined egg shape?  The top is definitely fine, but around the space in between the arms and feet, you can't clearly make out the bottom of the egg
