This looks almost pillowshaded. I like those colors though.

I like this. It's crying out, imho, for a horizontal-scrolling parallax animation. And moving bubbles. And make the seaweed wave about. And some sprites in the foreground. I guess what I'm saying is that it looks like a cool game background, and I'd enjoy seeing a full mockup.

I like it. Try adding an even darker blue or purple since there's so much of that purple color. Also if you're not going to add black outlines to anything else besides the ground, you should take it off, unless you're trying to define it for a game or something. Good job.
