well, I think you've learn technique before construction. you have really good antialiasing, but her skin looks overexposed, and while sometimes it makes sense for hair to look overexposed like that, it probably wouldn't be as uniformly overexposed as you drew it. While you shaded decently, the overexposure of the hair also makes it look more amorphous than it should.I think you should also consider articulating the shading on her body more -- it seems quite vague presently.

Head is nice work, lines are smooth, good stuff! Anatomy is a prob, though. I would have a second look over the hips, widening them possibly to make them look more feminine. Elbow needs work, and it looks like she has no ribcage!Definitely need to tone down the value for the shadow tone on the hair to give it some volume, it looks almost like flat colour atm.
I'd say rework the background, pick a more neutral colour like a desaturated teal, that should make the purples and yellows in the piece pop out more, maybe.
Bottom of dress looks like its had starch sprayed on it to make it stay stuck out. It should drape more (mainly at her front I'm referring to).
In summary: torso, hips, elbow, hair, background, dress.

id say remove the bg and it would be quite a bit nicer, cause the rest looks quite good. also, you might want to edit the hair a bit, cause its hard to see any texture, it just looks like a bright spot in the piece

Although technically the face is really good (perfect fire emblem-ish except maybe the hair), I think it looks a bit too masculine.
Boobs are a win for me, but the pose is a bit weird, maybe some anatomy issues.
I suggest a bit more round face, some darker orange for shading the hair, and maybe slightly shifting the lower body to left and down.
