Cute character. There are some colours that you may be able to get rid of to keep the colour count down (if you want to). There are many greens on the helmet that you don't really notice on a sprite that small for instance.

The animation could do with a few more frames to make his feet look more like they are coming off the ground. (It's a nice sprite and reminds me a little of Cannon Fodder

)

I like it! But you'd better make separate submissions for icon and actual running animation. On improving - definitely browse some tutorials here http://www.pixeljoint.com/pixels/tutorials.asp and especially http://www.manningkrull.com/pixel_art/tutorials/walking.asp - here ManningKrull tells what he found about walking. For instance - you'll see that you need to put some shades on legs to make them more distinctive during the loop.
