So, how I done it:
Here is my progress, maybe you'll find this interesting:

1. I drew head, slightly bigger than usually, in more realistic style than usually and it dictated the size of the rest of body.
2. I already decided that character would be skater, so I chose a pose that could be special move.
3. I continued to refine the outline. The shape of hair were disaster, so I changed it. Note that the shape of hair depends on movement - with round movement of head they could be spikey etc.
4. Outline were pretty much ready except for legs and fists which are problem. Time to carefully look at original Darkstalkers graphics.
5. I note the style of fists, system of colours (they are closer to grey than early 16-bit arcade games), use of anti aliasing and shadows. And I add background color.
6. I'm pretty much happy with outline and add skates. I add special effects in the same vein - isicles, stars etc. while still refining AA and the pattern on the costume plus some minor details.
