The hairstyle was inspired by some image in a hair magazine that the hairdresser had when I went to get my haircut last week. Sadly I couldn't bring the magizine home so I studied the hairstyle closley before leaving.
After I finished the hair and face, I let him sit on my computer until I could figure something out to do with the neck area.
A few days ago I finished the neck. Those swirls were added because...idk, guess I wanted to add some designs on his neck so it didn't look so plain.
Today, I went back to work on him and added the angel wings. Left the swirl design on there because they look cool on him and they somehow fit with this peice nicely. Base: Chama

I agree with Redshrike, as anime and feminine as Chama's style is (and I love her works, don't get me wrong), this is totally not a guy... the only thing that tipped me off without reading the description was the adam's apple and even then I was unsure.

This base is an anime style base. It's quite common in anime to make males look more feminine than they would be realistically. Chama's style is this feminine style, it's not meant to look like a masculine male, nor is it meant to look realistic. The appearance of the base is consistent with anime-style males.
If this base was supposed to be realistic, I'd agree with you. But it's not :)

Pick your bases carefully. Even if they look pretty, they might still be fundamentally flawed, like this one.
The neck is too slim, the upper lip needs to start closer to the base of the nose. The base of the ear should be in the center of the cranium, and the back of the head needs to be lowered.
Secondly, simply adding an adams apple doesn't make it a boy. Women generally have softer features, men more angular. Give him more of a chin, thicker eyebrows, stronger lower jaw and use the shading to give his face more angular planes. Something more like this edit.
Drawing heads isn't easy, but there are some basic rules to follow. Study those, and you might find it easier to spot flaws in others' work as well.

But there's a white pixel in between two strands of hair on the front part of her hair (side closest to her face)
