Thanks for the props and compliment. Well, this little sprite was designed for a video game that runs at 320 x 256 or 200 on a PAL or NTSC screen, and the whole game (including all background tiles and sprites) use the same 15 colour palette, so there wasn't much to work with (for those who don't understand, that means I could NOT choose my own palette to use for this sprite, I had to use the 15 colours that were already available). The sides of the boots do look pretty messy on the light coloured background though, but luckily most of the backgrounds in the game are darker, since it's all based on Halloween evening. And I'll touch it up a little more before I put her in the game (she'll just be standing in a background somewhere, not walking around like the other kids who have more generic costumes).
I've barely had any practice with pixelart yet, so this is my first piece here, mainly because I wanted to make my own avatar as soon as possible. I really would like to improve though, I just need more practice.

You need to pixel more and idle less. >:O
Very snazzy, though; you did well implying detail down to the sub-pixel level.
at the pixel level, it's over-colored and very messy at the same time, but at 1x it reads well so props on that i tihnk.
