I am really unknown about "dithering techniques" could you please spare time to explain me? Would be a great help......

Ah, this looks much more like real pixel art :)

But if you know the value of watching your palette, than why use so many dark colors?
In my opinion you have over used dithering techniques a bit, but the picture itself (composition, anatomy) is not bad at all :D!
