I use the pencil tool in photoshop on whatever size i want. Who are you to tell anyone otherwise? The sky looks exactly like pixel art. Maybe you should lay off the critisism until you know what you're talking about.

 No it doesn't, you can still go into the picture and change the invidual pixels after you put the basic shape down with brushes. The things that make you lose control over the pixels is using too many colors (so many you lose the track of them) or working on a too high resolution, so that the invidual pixel plays no more part in the picture.

I'm pretty sure pixelart means no brushes! 

Brushes eliminate control to the level of the pixel so now the background really isn't pixelart

 There is no reference, it's just quick and dirty brush work.
