Awesome design of the character and the way you used your limited pallete is great. The only thing that bothers me is a dithering on the coat. It stand out and need 1 more color instead :) But I heard you even replaced the color of the cigar so it's not a useful crit :)

It's a 16 color limted piece, yes I guess he should have some orange glow around the cigar... in an early incarnation he did, but for some reason I needed the colors elsewhere so dropped it in favour of the bluey tinge... In retrospect it does look a bit strange but limitations are limitations and one has to make sacrifices I guess...I think it was rejected because the filename was intially using the hash symbol... and they didn't like it... (fairly straigtforward error I guess)

problematic revisions aside, I think this piece is pretty well designed. Character design-wise at least. I love the crazy angel-wing do. I'm still trying to figure out why the cigar is creating a green flame. Is the character using the same flammable chemical that jack the reaper used to create a green flame? Or are you just trying to keep a low color count? I'm guessing its the latter. It wouldn't hurt to add some suttle oranges, or yellows to give it some more realistic glow, though. Nitpicks aside, its great none the less...
