I came across this site and thought it was interesting. For WINDOWS XP ONLY. I am a mac user so I make no reccomendations whatsoever. It seems to be mainly for icon editing/cretaion but mentions that "new" tools have been added some of which are layers and animation. Demo is available if interested. |
