MTV had a series called Oddities in the early Nineties, which featured weird cartoons. The Maxx was about a parallel world or something. My favorite was The Head: a guy with a giant head that contined a little monster...

You don't know who the maxx is? They say it's a cartoon - but they also call major nuclear strikes "incidents". Go google and enjoy it! I like the animation - slightly jerky yes but that fits in this case.
