)Elk: I consider the bottom and dark part of the nose done, but I need to fix the sides ( with the blue)
the mainparts to be fixed: hair (add ears maybe), jaw/chin, right side of the cloth, and the light..

As rockybolan mentioned , reminds of a game posters, especially ZX Spectrum posters to me. It could be turned into nice ZX-Spectrum splash for a game as the palette is quite close to EGA. Definitely a top entry.

This reminds me of one of those real old 90's board game commercials. Put something along the lines of (spook the count) and throw a game board and pieces in the mix and you have got yourself a 90's/80's commercial.
Who knows... It could rival popular games such as the fabled 'Don't Wake Daddy.'
