This is my simple picture its pretty bad because I am a beginner.

I reduced the number of colors and fixed the sky

I like it, maybe even BECAUSE OF saturated colors - they create such bright feeling.

 Note that saving .gif sometimes distorts picture - I say that because random pixels on the sky are look like .gif artifacts. PNG format is the cure.

As for approval - it takes some time to learn rules and 'rules' of PJ, but it is needed so results will show in better and cleaner pictures.

To be honest you can really cut allot of colors out of this image, when they are so close together you can really not tell the difference on a scale of this size. (Remember your viewer doesn't really look at the piece in the zoomed state like you do while you're pixeling the piece. 

I would recommend removing one color from the road.
The shadow color on the grass can be done using the darkest color of the glass blades. (since you really can't see them in the shadow)
You can also remove a color form the rocks.

Alternatively you don't have to remove any colors, it's your choice. But I would recommend placing their values further apart.

Clouds, sky & fence especially.

Your using dithering, it's a great technique but when your colors are to close together the effect loses  it's "effectiveness" anyway the whole purpose of the dithering process is to simulate, an in-between color without adding another color to your pallet.

I like the piece it's good, there is a lot of optimization that can be done though.

everything is kinda oversaturated... but its for a cheery piece, so it semi works. i'd still say decrease the saturation by a few points. not on everything, but the grass and the fence need it.

thank you.I think i used 30 cols.yeah i know its a lot but i like to use many colours.These guys are demanding they wont put anything i made in gallery.
