Wow, 4 hours, really? Ok, let's break it down...good news first: congratz on your first(?) piece and I think the cape is looking pretty snazzy! Now for the bad news:
* You're using 51 colors...most of these are completely redundant. Cut it down to 20 or less. Palette-management is a fundament in pixelart.
* It's seems you are attempting anti-aliasing...but in most places you're doing it completely wrong (unless it's an artifact from some kind of reduction). Put the darker shade next to the black outline - not with a brighter shade inbetween.
* You have a distinct outline on everyhting but the head.
* The shading-"Technique" on the pants is by many considered a no-no.
* You have what some would call a "useless" background (and your character is not even centered), I don't really mind it, but Pixeljoint prefer if you make the background transparent.
Finally, hope you don't take all this critique the wrong way...if you need help or have questions about the above issues I'm sure you can find some helpful souls here or in the forum.
