This brand new online tool with all the needed features is available.
Just make your frames and upload, set timing and thats it.

I do not use iaza.com for animations (Photoshop) but from what I understand you pixel the frames first then upload a frane one at a time using iaza.com. Read their FAQ page because I think there is a frame limit of 10-15.

i'm actually using PSP 7 with Animation Shop 3 and believe me, there's anything it couldn't do, both PA and NPA. great thing is the fact that it opens inmediatelly, in despite of later version who need to load all the components and then run the program, like Photoshop.

on a side note, Jasc was bought by Corel Co., but they still give you support.

@ThereIsNoCure: I'm not to sure if it's still around but I purchased PaintShopPro 8 3 years ago for less than £20. You can animate on that and though the tools aren't as strong as photoshop, it's still pretty good. I think they may have been bought out by someone so I don't know if you can get it at that price anymore.
